Katsuyoshi KIYOOKA is a Research Fellow of Department of Advanced Domain Studies at National Institute for Defense Studies, Japan Ministry of Defense. KIYOOKA earned his BA in International Relations from Ritsumeikan University and his MA in Media and Governance from Keio University. His research focuses on arms control and defense industrial policies. His publication includes “The Inaugural United States National Defense Industrial Strategy: Approaches to Strengthening the Defense Industrial Base,” (Defense Law Studies, Vol. 49, pp. 47-72, Oct, 2025 (in Japanese)) etc.
