The 49th Meeting of "Diplomatic Roundtable"
on "Changing International Relations and the Rise of Asia" Held

JFIR and its two sister organizations, the Global Forum of Japan and the Council on East Asian Community, taking advantage of an occasion of a visit to Japan of a prominent person on international and other affairs, monthly organize a "Diplomatic Roundtable" meeting, which is an informal gathering of members of the three organizations for a frank exchange of views and opinions with the visiting guest. The 49th "Diplomatic Roundtable" meeting was held on 22 May 2009 on the topic of "Changing International Relations and the Rise of Asia". An outline of the presentation of H.E. Mr. David WARREN, British Ambassador to Japan, was as follows.

Few issues are more important for the long-term foreign policies of the U.K. than the relationship with China. The U.K. government recently announced its strategy towards China, in which three goals were emphasized. The first goal is to gain the best results from the economic growth of China, through the expansion of bilateral trade and investment, the enhancement of technological and educational cooperation, and the promotion of human exchange. The second goal is to promote the rise of China as a responsible global player, which includes to secure the increased transparency of military expenditures and policies of China and more active involvement of China in such global issues as nuclear nonproliferation, climate change, development, free trade. The third goal is to promote sustainable development, modernization and internal reform in China. It should be understood that respect for human rights and rule of law is indispensable for becoming a responsible global player in the world. In pursuing these strategies, the U.K. would like to cooperate closely with Japan. Japan-China relationship has great significance for the U.K. Therefore the U.K. highly welcomes the recent close interactions between the leaders of Japan and China. When the mutual trust between Japan and China is enhanced, closer cooperation between Japan and the U.K. to achive the above-mentioned three goals also becomes possible. If Japan and China cooperate instead of opposing each other, the world as well as East Asia will become safer.
